为服务上海建设具有全球影响力的科技创新中心，进一步推动上海教育国际合作与交流，吸引各国优秀学生、学者到上海学习和研究，上海市人民政府自2006年起设立上海市外国留学生政府奖学金（以下简称“奖学金”），用于资助外国优秀学生到上海留学。

一、奖学金类别和内容

奖学金分为A类和B类。

A类包含在读期间学费、住宿费、生活费、综合医疗保险费；

B类包含在读期间学费、综合医疗保险费。

二、申请条件

申请人须为外国国籍，身体健康，品学兼优。

申请人学历和年龄要求：就读本科层次，须高中毕业，年龄不超过25周岁。

申请人语言要求：申请就读中文授课专业者，其汉语水平考试(HSK)至少应达到新4级（须提供新汉语水平考试证书）；申请就读英语授课专业者，其托福需达到85分（含）以上或面试分数达到80分（含）以上。

达到学校及专业规定的条件。

未同时获得中国政府其它各类奖学金。

三、申请流程

登录“留学上海”网站：https://www.study-shanghai.cn/查询并直接申请拟入读的学校、专业。

四、申请截止日期

申请就读2026年秋季学期：2026年1月1日至5月30日

五、年度评审

奖学金生须按规定参加奖学金年度评审。学校对奖学金生的年度成绩、学习态度、考勤情况、行为表现、奖惩情况等进行综合评审。评审合格者，可获得下一年度奖学金资格，评审不合格者，从下一学年起将中止或取消奖学金生资格。

For the purpose of constructing the science and technology innovation center with global influence, promoting the international cooperation and communication, and attracting more outstanding prospective international students to study in Shanghai, Shanghai Municipal People's Government has set up “Shanghai Government Scholarship for International Students” (hereinafter referred to SGS) since 2006. It is established to fund distinctive prospective international students to study in higher educational institutions in Shanghai.

I.Coverage and Details

Shanghai Government Scholarship is classified into A and B types.

Type A (Full scholarship): covers tuition, expenses for accommodation and living, and medical insurance during the corresponding study period.

Type B(Partial scholarship):covers tuition and medical insurance during the corresponding study period.

II. Application Eligibility

Applicants must be non-Chinese citizens, in good health, and with good academic and personal conduct.

Age and education background:Applicants applying for undergraduate programsshould obtain a high school degree or above and be no more than 25 years old.

Language proficiency:For programs taught in Chinese: Applicants should achieve Chinese level of HSK4 and meet the language requirements of the applied university and program.

For programs taught in English: Applicants must have a TOEFL score of 85 or above, or achieve an interview score of 80 or above.

Applicantsmust meet entry requirements of theuniversity and program.

Applicants whohave received any other scholarships offered by the Chinese government or organizations are not entitled to apply for the SGS.

III.Application

Applicants can log onto https://www.study-shanghai.cn/ (Study in Shanghai website), which provides information on universities, courses, application periods and procedures. Applicants can apply for the scholarship on the website.

IV.Application Deadline

Fall 2026 semester: from January 1 to May 30 2026

V.Annual Review

SGS studentsare subject to an annual review conducted by the host university.The host university willmake comprehensive evaluations on SGS students’ academic performance, learning attitude, attendance, conduct every year. Those who pass the review will maintain their scholarship eligibility for the following academic year. Those who fail the evaluation will be suspended or deprived of the scholarship for the following year.
